RESPONSIBILITIES OF SPECIAL ADMINISTRATORS
1. The assigned duties of the Signatory are as follows:
2. Bring about an extensive improvement in the collection of arrears on rates by 31 July each year;
2.1 Put in place strategies, measures and mechanisms to ensure that the Council is able to address grievances of the ratepayers in a prompt, efficient and responsive manner;
2.2 Bring about economies of scale and efficiencies in the awarding of contracts, including the option of clustering procurement of goods and services on a co-operative basis with other councils:
2.3 Enhance the aesthetic appeal of the city/town;
2.4 Ensure that enhanced level of services and facilities are provided to ratepayers, including clean and well maintained public amenities, regular rubbish collection, proper schedule for grass cutting, road maintenance and drainage, well maintained public parks and grounds, proper health, safety and security practices;
2.5 Work closely with District Commissioners and relevant Government officials in discharging of duties and functions;
2.6 Proactively promote opportunities for investment, business and tourism in collaboration with relevant authorities in Government;
2.7 Ensure there is accountability, transparency and good governance maintained at all times in matters pertaining to administration, operation and work programme implementation of the Council;
2.8 Continuously bring about improvements in the customer service and public profile of the Council;
2.9 Undertake additional duties which would enhance service delivery in the following areas:
Health and Hygiene;
Security and Safety;
Impacts of Climate Change/Environment;
Poverty;
Squatter Settlements within town boundaries;
Disaster Risk Analysis;
Gender Mainstreaming.
2.10 Undertake all other duties and functions as contained in relevant legislation and regulations and also as directed by the Minister.
