THE POSITION

We invite suitably qualified professionals to apply for the Chief Executive Officer (CEO) position in the Municipal Council of [Insert Municipality].

The CEO will provide strategic and operational leadership to ensure efficient delivery of council services, projects, and reforms. The role demands proactive collaboration with internal teams, external stakeholders, and the community to align municipal operations with national and local development objectives.

Key Deliverables

  • Transform municipal governance through innovative solutions and transparent processes.
  • Enhance service delivery, infrastructure maintenance, and economic prosperity.
  • Advance environmental sustainability and modernize council operations.

Accountability

The CEO reports directly to the Chair of Special Administrators and is accountable for delivering results based on defined Key Performance Indicators (KPIs) reviewed annually. 

KEY RESPONSIBILITIES

The CEO will be responsible for the following:

  1. Strategic Leadership
  • Develop and implement the Council’s 5-Year Strategic Plan (2025–2029) aligned with the National Development Plan.
  • Ensure a results-driven, community-focused approach to service delivery.
  • Drive initiatives that promote environmental sustainability, including waste management and green infrastructure.
  1. Operational Excellence
  • Oversee the planning, implementation, and evaluation of all Council projects and programmes.
  • Establish efficient systems for licensing, hygiene standards, and customer service reforms.
  • Modernize ICT systems to enhance operational efficiency and transparency.

      Stakeholder Engagement

  • Build strong partnerships with government, private sector, and community organizations.
  • Lead civic engagement initiatives to strengthen public trust and participation.
  1. Financial Management
  • Ensure timely development of budgets and financial plans with accurate reporting and audits.
  • Secure grant funding and foster partnerships to boost municipal resources.
  1. Workforce Development
  • Foster a high-performance culture through workforce planning, capacity building, and staff development.
  • Ensure staff alignment with organisational goals and values.
  1. Governance and Compliance
  • Ensure adherence to legal, regulatory, and quality management standards.
  • Establish a risk management framework for Council operations.
  1. Economic Growth and Development
  • Position the Municipal Council as a key enabler of economic growth by fostering local businesses, attracting investments, and creating a conducive environment for entrepreneurship.
  • Develop and implement strategies to stimulate economic activities within the municipality, including support for Small and Medium Enterprises (SMEs) and facilitating public-private partnerships.
  • Identify and promote opportunities for innovation, tourism, and sustainable industries to enhance local economic resilience.
  • Collaborate with national agencies and stakeholders to align municipal economic objectives with broader national development goals.
  • Ensure the municipality’s infrastructure and services meet the needs of a growing and diverse economic base, supporting employment generation and community prosperity.

PERSON SPECIFICATION

Essential Qualifications and Experience

  • A master’s degree in a relevant field (e.g., Business Administration, Public Policy, Urban Planning, Engineering, or Law) is required. Candidates with additional qualifications or certifications in leadership, municipal management, or sustainability are highly preferred.
  • A minimum of 5 years of proven experience as a CEO, or in an equivalent senior executive leadership role, managing large-scale, multidisciplinary organizations. Experience in municipal governance, public administration, or infrastructure management will be an advantage.

Demonstrated Expertise

  1. Strategic planning and implementation of transformative initiatives.
  2. Oversight of complex projects involving financial, human, and physical resource management.
  3. Stakeholder engagement, including navigating government, private sector, and community partnerships.
  4. Financial management, including budget preparation, monitoring, and ensuring successful audits.

Skills and Abilities

  1. Visionary leadership with a strategic focus.
  2. Excellent interpersonal and communication skills, including public representation.
  3. Strong problem-solving and decision-making abilities in resource-constrained environments.
  4. Demonstrated ability to lead digital transformation initiatives.
  5. Passion for community service and sustainable development.

Highly Desirable Attributes

  1. Experience in local government processes and quality management frameworks.
  2. Familiarity with urban planning, environmental sustainability, and public infrastructure management.
